Dado que la bioética surge como reacción a la vulneración de la dignidad de las personas, se crearon comisiones para normar la experimentación con humanos. Considerar los límites de la investigación biomédica y la práctica rutinaria de la medicina precisan criterios de riesgo/beneficio en las investigaciones donde participan sujetos. ¿Qué principios responden a la dilemática situación de experimentar con humanos? ¿pueden estos principios fundamentar criterios normativos y regulatorios que valgan para la ética de la investigación? ¿Cuáles son los límites en (...) la práctica y la investigación? Como se verá, no existe prácticamente reglamentación específica para la investigación social más allá de la derivada por la investigación médica. Se describen, entonces, las raíces históricas y los fundamentos filosóficos de la ética de la investigación en función de mostrar sus límites y alcances metodológicos. (shrink)

From 1989 through September 2017, Chile’s highly restrictive abortion laws exposed women to victimisation and needlessly threatened their health, freedom and even lives. However, after decades of unsuccessful attempts to decriminalise abortion, legislation regulating pregnancy termination on three grounds was recently enacted. In the aftermath, an aggressive conservative drive designed to turn conscientious objection into a pivotal new obstacle, mounted during the congressional debate, has led to extensive, complex arguments about the validity and legitimacy of conscientious objection. This article offers (...) a critical review of the emergence of conscientious objection and its likely policy and ethical implications. It posits the need to regulate conscientious objection through checks and balances designed to keep it from being turned into an ideological barrier meant to hinder women’s access to critical healthcare. IntroductionAfter three decades of the absolute prohibition of abortion, Chile enacted Law 21,030, which decriminalizes voluntary pregnancy termination when the person is at vital risk, when the embryo or fetus suffers from a congenital or genetic lethal pathology, and in pregnancy due to rape. The law incorporates conscientious objection as a broad right at the individual and institutional levels.ObjectivesThe aim of the study was to explore the exercise of conscientious objection in public health institutions, describing and analyzing its consequences and (...) proposals to prevent it from operating as structural violence.Materials and methodsThis study uses a qualitative, post-positivist design. At the national level, according to the chain technique, people who were identified as key actors due to their direct participation in implementing the law were included. Grounded theory was used to analyze the information obtained through a semi-structured interview. The methodological rigor criteria of transferability or applicability, dependability, credibility, auditability, and theoretical-methodological adequacy were met.ResultsData from 17 physicians, 5 midwives, 6 psychologists, 8 social workers, 2 nursing technicians, and 1 lawyer are included. From an inductive process through open coding, conscientious objection as structural violence and strategies to minimize the impact of objection emerge as meta-categories. The first meta-category emerges from the barriers linked to the implementation of the law, the infringement of the rights of the pregnant person, and pseudo conscientious objection, affecting timely and effective access to pregnancy termination. The second meta-category emerges as a response from the participants, proposing strategies to prevent conscientious objection from operating as structural violence.ConclusionConscientious objection acts as structural violence by infringing the exercise of sexual and reproductive rights. The State must fulfill its role as guarantor in implementing public policies, preventing conscientious objection from becoming hegemonic and institutionalized violence. (shrink)

While Chile's partial decriminalization of abortion in 2017 was a long overdue recognition of women's sexual and reproductive rights, nearly four years later the caseload remains well below expectations. This pattern is the product of standing barriers in access to abortion‐related health services, especially at the primary care point of entry. This study seeks to identify and describe these barriers. The findings presented here were obtained through a qualitative, exploratory study based on 19 semi‐structured interviews with relevant actors identified through (...) non‐random sampling and snowballing techniques. Coding was inductive and complemented by semantic content analysis. The authors find that the key barriers in primary care to accessing legal abortion are unfamiliarity with the law, insufficient practitioner training, intersectoral discrimination, and the stigma surrounding abortion. They conclude that the government needs to exercise its constitutional mandate as guarantor of public health and act promptly to safeguard and guarantee the abortion rights of Chilean women. This paper aims to review the empirical and theoretical research on engineering ethics education, by focusing on the challenges reported in the literature. The analysis is conducted at four levels of the engineering education system. First, the individual level is dedicated to findings about teaching practices reported by instructors. Second, the institutional level brings together findings about the implementation and presence of ethics within engineering programmes. Third, the level of policy situates findings about engineering ethics education in the context of (...) accreditation. Finally, there is the level of the culture of engineering education. The multi-level analysis allows us to address some of the limitations of higher education research which tends to focus on individual actors such as instructors or remains focused on the levels of policy and practice without examining the deeper levels of paradigm and purpose guiding them. Our approach links some of the challenges of engineering ethics education with wider debates about its guiding paradigms. The main contribution of the paper is to situate the analysis of the theoretical and empirical findings reported in the literature on engineering ethics education in the context of broader discussions about the purpose of engineering education and the aims of reform programmes. We conclude by putting forward a series of recommendations for a socio-technical oriented reform of engineering education for ethics. (shrink)

She aims to dispel various myths about experts who proceed without any understanding of what guides their action, and she analyzes research in both philosophy and psychology that is taken to show that conscious control and explicit monitoring of one's movements impedes well practiced skills. Montero explores a wide range of real-life examples of optimal performance, in sports, the performing arts, healthcare, the military, and other fields, and draws from psychology, neuroscience, and literature to offer a refreshing and persuasive view of expertise, according to which expert action generally is and ought to be thoughtful, effortful, and reflective. In this work, we present a new approach to solve the location management problem by using the reporting cells strategy. Location management is a very important and complex problem in mobile computing which aims to minimize the costs involved. In the reporting cells location management scheme, some cells in the network are designated as reporting cells . The choice of these cells is not trivial because they affect directly to the cost of the mobile network. This article is focused on (...) the use of high performance computing to execute a parallel heuristic that places optimally the RCs in a mobile network, minimizing its total cost. The main goal of this work is to demonstrate that the collaborative work of different evolutionary algorithms can obtain very good results. For this reason, we have implemented a parallel heuristic and six evolutionary algorithms that works in a parallel way on a cluster to solve the RCs problem. (shrink)

All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

El Foro Global de Bioética en Investigación (GFBR por sus siglas en inglés) se reunió el 3 y 4 de noviembre en Buenos Aires, Argentina, con el objetivo de discutir la ética de la investigación con mujeres embarazadas. El GFBR es una plataforma mundial que congrega a actores clave con el objetivo de promover la investigación realizada de manera ética, fortalecer la ética de la investigación en salud, particularmente en países de ingresos bajos y medios, y promover colaboración entre países (...) del norte y del sur.a Los participantes en el GFBR provenientes de Latinoamérica incluyeron a eticistas, investigadores, miembros de comités de ética y representantes de autoridades sanitarias provenientes de Argentina, Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Panamá, Perú, Nicaragua y la República Dominicana. Una legítima preocupación por la protección de las mujeres embarazadas y sus embriones o fetos ha llevado a la mayoría de los países de la Región de las Américas a limitar la realización de estudios con mujeres embarazadas exclusivamente a aquellos estudios específicos sobre el embarazo, y a requerir la exclusión sistemática de las mujeres embarazadas o de las mujeres que quedan embarazadas en el curso del estudio. Ciertamente, a lo largo de la historia de la ética de la investigación, se ha creído erróneamente que proteger a una población es sinónimo de excluirla de los estudios. Se sabe ahora que proceder así implica exponer a riesgos mucho mayores a la población que se busca proteger. El embarazo implica cambios fisiológicos sustantivos e impacta profundamente la manera como el cuerpo metaboliza los medicamentos. Sin embargo, por evitar hacer investigación con mujeres embarazadas, no se ha producido la evidencia científica necesaria para tomar decisiones sobre tratamientos e intervenciones preventivas con dosis eficaces y seguras para ellas y sus embriones o fetos. A manera de ilustración, en el 2001 había en los Estados Unidos apenas más de una docena de medicamentos aprobados para uso en el embarazo (1) y en el 2011 la Food and Drug Administration (FDA) aprobó por primera vez en 15 años un medicamento para su uso en el embarazo (2). Como consecuencia de no haber producido la evidencia necesaria, se pone en riesgo la salud de las mujeres embarazadas cada vez que se les da atención médica. Las mujeres embarazadas se enferman y las mujeres enfermas se embarazan, y no se sabe si los medicamentos que se les da son eficaces o siquiera seguros para ellas y sus embriones o fetos. (shrink)

Partimos de un recorrido histórico por acuñaciones almohades o postalmohades que, o bien no han sido registradas, o bien necesitan nuevas lecturas o atribuciones. Ello nos permite ofrecer una hipótesis sobre las monedas de plata acuñadas por Idrís al-Mamón y afiadir algunos registros al corpus numismático del Occidente islámico en la Baja Edad Media. Ese trabajo nos permite, por otro lado, afrontar el discurso islámico dominante que surgió a raíz de la llamada revolución almohade, lo que hacemos centrándonos en varias (...) cuestiones, entre ellas: 1) la densidad del mensaje sobre la vida etema en las inscripciones almohades, que derivan de la fuente absoluta del corán; 2) el problema de si es necesaria, de cara a la salvación, la presencia de guías históricos; 3) la evolución de la teología negativa ala afirmativa, y 4) la estrecha relación entre el discurso numismático y las chíes almohades y postalmohades. Ibn al-Sid al-Batalyawsi (muerto en 521/1127), el destacado sabio andalusí, nos ofrece, en el terreno de los fundamentos, un marco adecuado a partir del cual integrar los estudios filológicos (lingüísticos y literarios) en las sociedades islámicas medievales. Según él, el adab tiene dos fines: el superior consiste en el servicio a la hermenéutica sacra, y el inferior, en la elaboración de una preceptiva textual para los secretarios de estado. En el presente estudio analizamos las ideas de al-Batalyawsi a partir de (...) la noción coránica de claridad (boyáis), y comprobamos cómo aquellos principios tuvieron vigencia en la sociedad en que vivió, el Andalus almorávide, gracias al testimonio que ofrecen las inscripciones numismáticas. En este artículo pretendemos arrojar luz sobre la normatividad propia del conocimiento humano. Describimos el dominio normativo epistémico como un campo de agencia humana que está definido por el conocimiento entendido como logro. La normatividad del conocimiento se apoya en la contribución del agente epistémico a la consecución de ciertas tareas. Tal contribución es epistémicamente significativa cuando el agente llega a participar en la consecución del éxito. Por último identificamos algunos rasgos asociados con la agencia epistémica completa (condiciones de integración (...) cognitiva y autonomía epistémica), y aclaramos lo que queremos decir con implicación apelando a la idea de adoptar una perspectiva epistémica. Incluye también tres de los trabajos que se presentaron en el Symposium dedicado a la obra del Prof. Kitcher en ese congreso.

This article brings together the history of the social sciences and the history of social thought in Socialist Romania. It is concerned with the development of ideas about the social beyond collectivism, especially about the relationship between individual and society under socialism, from the early 1960s to the end of the 1970s. The analysis speaks to three major themes in the current historiography of Cold War social science. First, the article investigates the role of disciplinary specialization in the advancement of (...) new ideas about the social in the postwar period. Specifically, it asks how the debate over the relationship between sociology and Marxism-Leninism has challenged ideas about collectivism from Stalinist social science. Second, the article shows how social practice, individual and collective agency, and people's subjectivities became theoretically relevant in the 1960s, and how they were integrated, via empirical sociological research, into the reworked conceptual apparatus of post-Stalinist Marxism-Leninism. This complicates accounts about the role of quantification and theorization in postwar social science by foregrounding the intense reflection on the role of empirical research in sociology under state socialism. Third, the article shows how the relationship between individual and society became a topic of interest across social sciences in the 1960s and 1970s. The Marxist humanist approach to the social, although it never achieved the institutional status of a distinct discipline, adds an important perspective from East Central Europe to the existing historiography of the ‘thinning’ of the social in social sciences and social thought beginning in the 1950s. Este artículo tiene como objetivo ofrecer una revisión y reinterpretación al problema teórico en la teoría de Darwin en el que se pone en relación el principio de divergencia y la competencia entre los seres vivos. Respecto a este asunto ha habido dos interpretaciones fundamentales. La primera de ellas es la de aquellos que defienden que la divergencia se ve favorecida porque implica una reducción de la competencia a la que se enfrentan los seres vivos que se desplazan de nicho (...) ecológico. Por otro lado, algunos abogan — aunque es una posición menos extendida— por una interpretación en la que la reducción de la competencia no es la ventaja, sino que lo es la especialización y, por tanto, el incremento en la competitividad, es decir, el tener mejores herramientas o capacidades para competir. En este artículo se defiende esta última tesis, fundamentalmente sostenida por William Tammone, pero desde otra perspectiva y sustentada en otros argumentos que se nutren de la propuesta de Trevor Pearce acerca de la noción de economía natural de Darwin. Might the world be structured, as Leibniz thought, so that every part of matter is divided ad infinitum? The Physicist David Bohm accepted infinitely decomposable matter, and even Steven Weinberg, a staunch supporter of the idea that science is converging on a final theory, admits the possibility of an endless chain of ever more fundamental theories. However, if there is no fundamental level, physicalism, thought of as the view that everything is determined by fundamental phenomena and that all fundamental phenomena (...) are physical, turns out false, for in such a world, there are no fundamental phenoma, and so fundamental phenomena determine nothing. While some take physicalism necessarily to posit a fundamental level, here I present a thesis of physicalism that allows for its truth even in an infinitely decomposable world. (shrink)

En la obra de Aranguren la dimensión religiosa es crucial, cuando la trata desde la perspectiva de los “estudios religiosos” y cuando se ocupa de ella desde la perspectiva ética. En este segundo caso, Aranguren habla de una “ética abierta a la religión”. El artículo trata de mostrar que en este segundo caso se produce una evolución en el pensamiento de Aranguren, en la que cabe distinguir dos etapas. En la primera de ellas la religión se presenta como la culminación (...) de todas las aspiraciones del hombre desde una ética fundamentada en la metafísica. En la segunda etapa Dios aparece como posible respuesta a preguntas abiertas desde una ética hermenéutico-narrativa. (shrink)

Alter (The Matter of Consciousness: From the Knowledge Argument to Russellian Monism, GB: Oxford University Pres, 2023) argues for something surprising: despite being widely rejected by philosophers, including Frank Jackson himself, Jackson’s knowledge argument succeeds. Alter’s defense of Jackson’s argument is not only surprising; it’s also exciting: the knowledge argument, if it’s sound, underscores the power of armchair philosophy, the power of pure thought to arrive at substantial conclusions about the world. In contrast, I aim to make a case for (...) something unsurprising and unexciting: that the knowledge argument does not succeed, or, even less far-reaching, that Alter’s defense of it is not persuasive. Mine is a classic file-drawer thesis, but what it has going for it is that it’s true, or so I think, and hope to illustrate why you should too. (shrink)

RESUMEN El objetivo de este artículo es proponer una reinterpretación del concepto de comunidad a la luz de las transformaciones tecnológicas y de las formas de comunicación recientes, las cuales ponen la idea de lo social no como precepto teórico, sino como elemento a descubrir en los diferentes estudios planteados. Se busca una transversalización teórica de los tres autores, tomando elementos esenciales de sus obras para proponer una nueva clave interpretativa que permita tomar el concepto de comunidad no como un (...) presupuesto teórico, sino como un producto inmanente, resultado de las conexiones cotidianas que se realizan entre los sujetos de manera espontánea en el campo de lo social. ABSTRACT Taking as a starting point the objective of this article is the reinterpretation of the concept, forced by the technological and communication transformations that place the ideas of social and community, not as theoretical precepts, but as elements to discover on the studies proposed. A theoretical transversalization of the three authors will be sought, taking essential elements from their works to propose a new interpretative key that allows us to take the concept of community, not as a theoretical presupposition, but as an immanent product resulting from the daily connections made between the subjects, spontaneously, on the social field. La existencia de sentimientos de pertenencia y compromiso, evidenciados como mensajes comunicación directa o síncrona, fueron fundamento de relaciones entre docentes y estudiantes en una situación difícil por pandemia; para el entorno de la enseñanza, los estudiantes sintieron la responsabilidad y sobrecarga académica, con poco tiempo de resolución de deberes, altos niveles de esfuerzo y esmero por buenas calificaciones, que fueron afectados por las distracciones generadas por las redes sociales, chats y videojuegos. Los estudiantes del estudio autoevaluaron consecuencias y las (...) soluciones a problemas de emoción por estrés académico, con aspectos positivos al cumplir con un plan de acción y organización y capacidad de comunicación por grupos. Los actores académicos no deben olvidar que se afectaron emociones y actitudes, la planificación para formas de comunicación de actividades y deberes, así como el autocontrol permitieron soluciones. Aquí nos dedicamos al problema central de pensar cuál sería el motivo de recuperar los vínculos sociales en escenarios de reconciliación, perdón y justicia. Vamos a tratar de mostrar que hacerle frente a la posibilidad de vivir juntos, con todo lo ocurrido en el pasado, es un asunto que compromete criterios de composición social y fuentes de confluencia local que necesitan ser caracterizados teóricamente. Así, pues, nos preguntamos de qué son capaces los sujetos cuando se unen, se organizan, piensan y (...) deciden juntos. ¿Qué es aquello de lo que son capaces los colectivos para superar el pasado? La hipótesis de trabajo es la siguiente: la fraternidad de la existencia alegre, justo en el seno de los dilemas asociados al Terror y la Dolor, constituye la empresa de salvar la vida y las posibilidades que contiene. Al pensamiento de lo colectivo y al élan de la fraternidad nos apegamos para decir que es en el problema de la composición y de la celebración de las capacidades que vamos a encontrar el camino a los motivos de vivir juntos. Introducción: El dormir mal podría ser la causa de hipertensión arterial y de otras enfermedades crónicas no transmisibles.Objetivo: Conocer la calidad de sueño de las personas con hipertensión arterial.Metodología: Se realizo un estudio descriptivo, se aplico el cuestionario de Índice de Calidad de Sueño de Pittsburgh.Resultados: Se evaluó la calidad de sueño en 85 personas con hipertensión arterial, de abril a diciembre del 2021. El 84% tiene un índice de mala y muy mala calidad de sueño.Conclusión: Las personas con hipertensión (...) con mala y muy mala calidad de sueño puede afectar sus cifras de tensión arterial. (shrink)
